Moldova corridor guide

Moldova as a work destination for Pakistani workers

The Republic of Moldova runs an employer-sponsored route built on two documents in sequence: a long-stay visa in category D, issued for employment by a Moldovan diplomatic mission before travel, and a right of temporary stay for employment purposes, granted after arrival by the General Inspectorate for Migration (IGM) under the Ministry of Internal Affairs. The labour-market side sits with the National Employment Agency (ANOFM).

Moldova is not an EU member state. It has been an EU candidate country since June 2022, which is a different thing. A Moldovan work visa is not a Schengen visa, a Moldovan right of temporary stay is not an EU residence right, and neither one leads to Romanian or any other EU citizenship. An agent presenting a Moldovan permit as a shortcut into the European Union is describing something that does not exist.

Key takeaways

  • Two documents, in this order: a category D long-stay visa for employment, then a right of temporary stay granted inside Moldova.
  • The employer sponsors the file, and the authorisation is tied to that employer and that role.
  • Moldova is an EU candidate, not an EU member — the route carries no Schengen or EU work right.
  • Pakistani citizens taking employment abroad also complete clearance through the Bureau of Emigration and Overseas Employment (BEOE) protectorate system.
  • Indicative end-to-end coordination is 45–60 days. Approval decisions, and their timing, rest with Moldovan authorities.

How the route runs, step by step

  1. Employer sponsorship. A Moldovan employer offers a contract for a named role and starts the labour-market side with the National Employment Agency.
  2. Work authorisation. The authorisation is issued against that employer and role; it does not transfer to another company.
  3. Document set assembled in Pakistan. Passport, photographs, CV and police clearance certificate, with translation and legalisation where the file requires it.
  4. Protectorate clearance. The candidate completes registration and the protector-of-emigrants clearance that Pakistani citizens need before taking employment abroad.
  5. Visa application. The category D employment visa is applied for at a Moldovan diplomatic mission or consular office accredited for Pakistan; current requirements are published on the Moldovan e-visa portal.
  6. Entry and right of temporary stay. After arrival the worker applies at a single service window of an IGM regional directorate — Chișinău, Bălți or Cahul — for the right of temporary stay for employment purposes.

Each of steps 2, 5 and 6 is a decision taken by a Moldovan authority, and step 4 by a Pakistani one. Coordination ends at a complete, submitted file.

What the document set looks like

Provided by the recruitment agency or the candidate

  • Passport valid well beyond the intended stay, with photographs to specification
  • CV in the form the employer's file requires
  • Police clearance certificate
  • BEOE protectorate registration and clearance

Coordinated by Permitra

  • Checking the set against the Moldovan requirement before anything is filed
  • Certified translation, and guidance on legalisation
  • Compiling the dossier and scheduling the appointment with the Moldovan mission
  • Tracking status against the milestones recorded in the portal

Permitra is a coordination and document-workflow platform operated by Massive Dynamic Limited. It is not a law firm or a licensed immigration adviser, it is not a government portal, and it does not represent applicants before Moldovan or Pakistani authorities. Substantive legal work is carried out by locally licensed providers.

Is a Moldovan work visa a Schengen or EU visa?

No — Moldova is outside both the European Union and the Schengen area, so a category D Moldovan visa permits entry to Moldova only.

Does a Moldovan permit lead to Romanian or EU citizenship?

No: a right of temporary stay in Moldova creates no claim to Romanian or EU citizenship, and offers that present it as an ancestry or "bridge" route into the EU are misrepresenting the law.

How long does the Moldova route take?

Indicative end-to-end coordination is 45–60 days from a complete file, indicative rather than guaranteed, because the visa decision and the right of temporary stay are each timed by the Moldovan authority handling them.

Who issues the right to stay and work in Moldova?

The General Inspectorate for Migration, through its regional directorates in Chișinău, Bălți and Cahul, which have handled these applications since the powers were devolved in January 2024.

Is the authorisation tied to one employer?

Yes — it is granted for the sponsoring employer and the named role, so moving to another company means a new authorisation rather than an amendment.

Frequently asked questions

No. Moldova is outside both the European Union and the Schengen area, so a Moldovan category D visa and a Moldovan right of temporary stay are valid for Moldova only.
