Romania's 2026 quota and what it means for Bangladesh and Nepal
Romania's intake of non-EU workers for 2026 is set by Government Decision 1169/2025: 90,000 work and secondment permits, reduced from the 100,000 allocated for 2025.
The quota is directed at sectors with recorded shortages, and those are the sectors where recruitment from Bangladesh and Nepal is concentrated:
- Construction and infrastructure
- Hospitality (HORECA)
- Logistics and warehousing
- Agriculture and food processing
What changed alongside the quota
Since 8 August 2026, employment requests are filed on the government platform WorkinRomania.gov.ro under Emergency Ordinance 32/2026. Employers that have not registered on the platform cannot begin new recruitment of non-EU nationals.
Two visa categories now apply: D/AM1 for highly qualified and special categories, which sits outside the quota, and D/AM2 for general employment, which sits inside it. Construction and HORECA roles fall under D/AM2.
What a quota is not
A quota is a ceiling on admissions for the year. It is not a forecast of how many applications will be filed, how quickly an individual file will move, or whether it will be approved. Approval decisions, and their timing, rest with the Romanian authorities.
