Romania Implements Major Immigration Law Reform (GEO 32/2026)

Romania has officially released Emergency Ordinance No. 32/2026, marking a significant shake-up of its immigration system for non-EU workers in over a decade. The new law, which starts in April 2026, aims to replace scattered manual processes with a smooth digital system.

Key Changes in 2026

  1. Digitalisation: The launch of the WorkinRomania.gov.ro platform (expected August 8, 2026) will be the single portal for all work permit and long-stay visa applications.
  2. Unified Visa Categories: Introduction of D/AM1 (High-skilled/Special categories) and D/AM2 (General employment based on shortage lists).
  3. Employer Accountability: Employers must now be "Registered" or "Authorized" on the platform to ensure foreign workers get better protection.
