Why Pakistani Applicants Need an Azerbaijan Visa First
Serbia does not maintain a diplomatic mission in Pakistan — only an honorary consulate in Karachi, which does not issue visas. Applicants submitting a Visa D (long-stay/work) application must therefore travel to an accredited Serbian mission abroad.
The Serbian MFA lists Pakistan as covered on a non-resident basis by the Embassy of Serbia in Tehran. In practice, the route that is working today runs through the Embassy of Serbia in Baku, Azerbaijan, where our Pakistani candidates have obtained their Visa D. An alternative option exists in Abu Dhabi, UAE. Because the official listing and current practice differ, confirm the routing before booking flights.
Since Pakistani passport holders require a visa to enter Azerbaijan, the first practical step after receiving Serbian work-permit approval is securing lawful entry into Azerbaijan.
Step 1 — Secure Your Serbian Work-Permit Approval
Before applying for the Azerbaijan visa, your employer / partner (or you personally) should already have a positive single permit / temporary residence approval issued through the Welcome to Serbia portal (welcometoserbia.gov.rs), on the basis of employment. This approval is what allows you to proceed to the Visa D application stage — it must remain valid through your consulate visit.
Step 2 — Apply for the Azerbaijan e-Visa
Pakistan is on Azerbaijan's eligible-country list for the ASAN e-Visa system.

Documents needed:
- Passport valid at least 3 months beyond the e-Visa expiry date
- Digital passport-style photo
- Return flight booking
- Hotel booking / proof of accommodation
- Payment card for the online fee

⚠️ Applicants who have previously entered Nagorno-Karabakh or other Armenian-administered territory without Azerbaijani government permission will be refused.
⚠️ The e-Visa carries no right to work in Azerbaijan. It is transit and visit permission only.
Step 3 — Travel to Baku and Submit the Visa D Application
Once in Baku on the e-Visa, submit Visa D documents at the Embassy of Serbia in Baku (Icheri Sheher, Gesr street 6A, Baku AZ 1004; Mon–Fri 09:00–17:00; serbianembassy.baku@azeurotel.com).
What the applicant brings:
- A valid passport
- A recent color photograph (light background, under 6 months old)
- The positive single-permit decision from welcometoserbia.gov.rs, still valid on the day of the appointment
- Adequate and valid travel medical insurance. The Serbian MFA lists this among the general visa requirements — do not travel without it
- A Landlord Statement — written consent from the property owner in Serbia confirming the applicant's registered residential address (or a lease/hotel booking)
- If the employer submits the application on the applicant's behalf: a signed authorization/power of attorney naming the employer's representative
On proof of funds: for the short-stay visa C it is an explicit requirement. For a long-stay Visa D on employment grounds it is not listed separately — the employment and single-permit evidence carries that weight. However, Serbian missions reserve the right to request additional documentation and will not accept an incomplete application, so Pakistani applicants are advised to bring it.
The Visa D application can also be started electronically via the Welcome to Serbia portal, but the appointment is where documents are verified and the passport receives the visa sticker. The Serbian MFA's own wording is that "in certain cases, your presence in person is required" — plan for the trip.
Step 4 — After Approval
Once Visa D is issued, the applicant may enter Serbia and, within the visa's validity window, apply on-site for the temporary residence / single permit card, on the same employment basis the D visa was granted.
Practical Notes
- Contact the Serbian Embassy in Baku in advance to confirm appointment availability — capacity for third-country nationals can be limited.
- Apply for the Azerbaijan e-Visa only after the Welcome to Serbia approval is confirmed, to avoid unnecessary travel if the Serbian decision is delayed.
- Registration with Azerbaijan's State Migration Service is required only if the Baku stay exceeds 15 days. It is free of charge.
- The flights, the Azerbaijani e-Visa and the stay in Baku are the applicant's own costs.
