Romania as a work destination for Nepali workers

Romania's route is employer-led and, since 8 August 2026, fully digital: a Romanian employer files the employment request on the government platform WorkinRomania.gov.ro under Emergency Ordinance 32/2026, and the worker applies for a long-stay employment visa once that step has cleared.

For Nepal the corridor has two administrative sides that run in parallel. On the Romanian side there is no embassy in Kathmandu — the Embassy of Romania in New Delhi is accredited for Nepal. On the Nepali side, foreign employment is regulated at home: a labour approval from the Department of Foreign Employment is part of the file rather than an optional formality.

  1. Employer registration. The Romanian employer registers on WorkinRomania.gov.ro and records the vacancy. Employers not on the platform cannot begin new recruitment of non-EU nationals.
  2. Employment request. The employer files the request for a named worker; the resulting authorisation is tied to that employer and that role.
  3. Document set assembled in Nepal. Passport, photographs, CV, education or trade certificate and police clearance, with translation and legalisation where the file requires it.
  4. Labour approval in Nepal. The Department of Foreign Employment records the placement and issues the labour approval that Nepali citizens need before taking employment abroad.
  5. Visa application in New Delhi. The candidate attends the appointment at the Romanian embassy in New Delhi for the D/AM application and biometrics, which means arranging an Indian visa for the visit.
  6. Entry and residence permit. Within the visa's validity the worker enters Romania and applies to the General Inspectorate for Immigration (IGI) for the residence permit.

Steps 2, 4, 5 and 6 are each a decision made by a government body — two Romanian, one Nepali. The coordination work ends at a complete, submitted file, not at a result.
